Abstract

The research is based on a normative analysis, from the theoretical proposal of Guarantee, in terms of basic education and social and economic vulnerability. The development of the research starts from the following questions: What mechanisms or instruments of administrative action guarantee the right to education in conditions of vulnerability? And what are the guarantees for its fulfillment? It is important to identify the duties established in the regulatory instruments, as well as the guarantees that allow their enforceability before the educational authorities when the right to education is violated or is at risk of being violated.
