Abstract

This research aims to identify the elements that influenced the actions of the states and federal government in the face of the health emergency caused by SARS-CoV-2 virus. A circumstance with negative effects was the disarticulation between the federal government and local governments for the implementation of inoculation. That is why we will reflect on their participation the actions of the federal government and the concentration of power in the presidential figure. On the other hand, it will be explained how the phenomenon of judicialization of politics defined the behavior of local governments in the face of the pandemic.
