Abstract

Through the study we will identify the elements of the actions of the federal government and state governments in the face of the health emergency caused by the SARS-COV-2 virus. We will observe as a negative consequence: the disarticulation between the federal government and local governments for the implementation of inoculation. We will reflect on the participation of both governments, the actions of the federal government and the concentration of power in the presidential figure. On the other hand, we will explain how the phenomenon of judicialization of politics was defining the behavior of local and federal governments and the implementation of a public health policy in the face of the pandemic.
